SMUD is a community-owned electric utility serving most of Sacramento County and small adjoining portions of Placer and Yolo counties. Residential, business, outage, construction, billing, and specialized support use different contact routes.
For sparking or downed power lines, fire, electrocution risk, or another immediate electrical danger, move away from the area and call 911 first. Then report the condition to SMUD.

SMUD Outages and Electrical Emergencies
Report a nonemergency power outage through SMUD’s Outage Center, My Account, text service, or by calling 1-888-456-7683.
Call 911 first when the condition involves:
- A downed or sparking power line
- Fire or smoke near electrical equipment
- A vehicle that struck a pole or electrical cabinet
- A person or animal contacting electrical equipment
- Another immediate threat to life or property
Assume every fallen wire is energized. Stay away from the line and from fences, trees, vehicles, water, or other objects touching it.
Information to Provide With an Outage Report
- Street number and service address
- Primary telephone number
- Meter or account number when requested securely
- Whether neighboring properties are affected
- Whether lights are flickering or power is completely off
- Any visible damage, smoke, sparks, or fallen equipment
Restoration estimates can change after crews inspect the cause, damage, access conditions, weather, and required equipment.
During an Outage
- Turn off major appliances and sensitive electronics.
- Leave one light switched on so you know when service returns.
- Keep refrigerator and freezer doors closed.
- Use generators only outdoors and away from windows and doors.
- Never connect a portable generator directly to household wiring without an approved transfer system.
- Do not use a gas stove, charcoal grill, or outdoor heater indoors.
SMUD Service Territory and Utility Distinctions
SMUD provides electric service within its assigned territory, covering most of Sacramento County and small adjoining portions of Placer and Yolo counties.
The electric provider is normally determined by the service address. Customers generally cannot select SMUD merely by comparing prices or customer-service ratings with unrelated utilities.
SMUD provides electricity rather than natural-gas service. A gas leak, gas billing issue, or gas shutoff should be reported to the gas provider shown on the customer’s gas bill. Call 911 for an immediate gas emergency.
Start, Stop, or Transfer SMUD Service
Customers can submit a request through My Account or contact residential customer service.
- Start service: Request up to 35 days in advance
- Stop service: Request up to 30 days in advance
- Processing days: Monday-Friday, excluding holidays
New residential customers may need:
- Service address

- Legal name
- Social Security number
- Government-issued identification
- Contact information
- Previous SMUD account information when applicable
Existing customers should sign in to stop, transfer, or add service. Keep the confirmation number and verify the final billing date and forwarding address.

Sacramento, CA 95852-1555
Write the SMUD account number on the check and include the payment stub. Do not mail cash.
Pay in Person
Payments can be made at the Customer Service Center at 6301 S Street or at an authorized pay station.
Payment methods vary by location. SMUD states that its pay stations generally accept cash, check, or money order, while Walmart locations accept cash and PIN-based debit transactions. Credit cards are not accepted at SMUD pay stations.
SMUD Auto Bill Pay
Customers can enroll in recurring payments through My Account or the applicable electronic-funds-transfer process.
Before relying on automatic payment, confirm:
- The bank account entered
- The first automatic-payment date
- The amount scheduled
- Whether a past-due balance must be paid separately
- Whether a returned payment canceled enrollment
Continue paying manually until a bill confirms that the bank will pay the stated amount and date. Keep the enrollment confirmation.
SMUD Payment Arrangements and Disconnection Help
Customers needing more time should contact SMUD before the due date or scheduled disconnection.
Depending on eligibility, options may include:
- Minimum payment: Pay the amount required to avoid disconnection
- Installment plan: Add the balance to the next bill or divide it over as many as six months
- Payment extension: Extend the due date of a past-due balance
Ask SMUD to confirm:
- The amount due immediately
- Each installment and due date
- Whether current bills must also be paid
- Whether late or returned payments cancel the arrangement
- Whether disconnection remains scheduled
A submitted assistance application, disputed bill, or pending customer-service inquiry does not automatically stop disconnection. Confirm the account status directly.
SMUD Financial Assistance and Discounts
Energy Assistance Program Rate
The Energy Assistance Program Rate provides a monthly discount to qualifying households based on income and household size.
Applicants may need to provide current income, benefit, or household documentation. SMUD periodically requires customers to renew or verify eligibility.
Medical Equipment Discount
Eligible customers using qualifying electric medical equipment can receive a $15 monthly bill discount.
The Medical Equipment Discount:
- Does not guarantee uninterrupted electric service
- Does not guarantee priority restoration
- Does not replace emergency backup power
- May be combined with EAPR when the customer qualifies for both
Customers relying on electricity for medical needs should maintain charged batteries, backup equipment, medications, emergency contacts, and a safe relocation plan.
Vulnerable Population Program
Eligible customers can enroll to receive additional communications and advance notice when possible for wildfire-related planned de-energization events.
Advance notice may not be possible during every unplanned outage. Enrollment is not a promise that electricity will remain available.
Community Assistance
Additional resources may include:
- Home Energy Assistance Program
- 2-1-1 Sacramento
- Salvation Army assistance
- Other local nonprofit and government programs
Eligibility, funding, documentation, and available benefit amounts vary.
SMUD High-Bill and Meter Concerns
Before disputing a high bill:
- Compare the number of billing days with prior months.
- Review whether the meter reading was actual or estimated.
- Check Time-of-Day usage and peak-hour consumption.
- Compare weather and heating or cooling use.
- Review electric vehicles, pools, pumps, appliances, guests, or occupancy changes.
- Check whether a prior balance, fee, installment, or loan payment is included.
- Review hourly or daily usage through My Account.
- Contact SMUD and request a billing explanation or investigation.
SMUD’s billing-error rules allow it to investigate a questioned bill. SMUD may require the disputed amount to be deposited while the investigation is pending. Ask what amount must be paid to keep the account in good standing.
Do not assume a high bill proves that the meter is defective. Usage, weather, rates, billing periods, equipment, and account adjustments should also be reviewed.
SMUD Refunds and Account Credits
A customer may request a refund for an eligible:
- Credit balance
- Duplicate payment
- Overpayment
- Confirmed billing adjustment
Call 1-888-742-7683 from 7:00 a.m. to 7:00 p.m. weekdays.
SMUD states that payments made by electronic or physical check require a 14-day waiting period before a refund can be issued.
Ask for the refund amount, method, expected processing time, and confirmation number.
Property Damage and Appliance Claims
A customer who believes a SMUD action, equipment failure, voltage event, outage, field operation, vehicle, or employee caused property damage can submit a claim.
- Claims Email: claims@smud.org
- Claims Fax: 1-916-732-5207
- Mail: Sacramento Municipal Utility District, Attn: Claims MS A255, P.O. Box 15830, Sacramento, CA 95852-0830
Keep:
- Photographs and video
- Receipts and repair estimates
- Model and serial numbers
- Outage or incident dates and times
- Electrician or technician reports
- Proof of ownership and replacement cost
- Prior SMUD case or outage numbers
Submit copies and retain the originals. Filing a claim does not guarantee reimbursement.
SMUD Tree Trimming and Vegetation Concerns
Call Vegetation Management at 1-866-473-9582 when trees or vegetation are growing close to SMUD power lines, poles, transformers, or utility easements.
Do not attempt to trim a tree touching or near an energized line. Keep people and equipment away and report an immediate electrical danger to 911 and SMUD.
A tree on private property may remain the owner’s responsibility when it does not interfere with SMUD equipment. Clarify whether the work involves utility clearance, routine landscaping, storm damage, or a privately owned service line.
Solar, Battery, and Contractor Complaints
SMUD handles electric interconnection, meter installation, utility rates, export credits, and applicable solar or battery program requirements.
A private contractor may separately handle:
- Sales representations
- Financing or leases
- System design
- Permits
- Installation
- Equipment warranties
- Production guarantees
- Monitoring software
- Roof damage or repairs
Identify whether the dispute involves SMUD or the installer, lender, equipment manufacturer, city or county permitting office, or another party.
SMUD Scam and Fraud Warnings
Be suspicious when someone claiming to represent SMUD:
- Threatens immediate shutoff unless payment is made within minutes
- Requires a wire transfer, prepaid money card, gift card, or cryptocurrency
- Directs payment to a non-SMUD location
- Requests a My Account password or security code
- Requests financial information by ordinary email
- Offers an unverified rebate, inspection, or equipment installation
- Requests access to the home without verifiable identification
Caller ID can be falsified. End the contact and independently call:
- Residential: 1-888-742-7683
- Business: 1-877-622-7683
Contact the financial institution promptly if money or account information was provided to a suspected scammer.
